Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A bidder may be excluded for relevant convictions of the company or its representatives within the previous five years, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Grounds also include breaches of tax or social security payment obligations; breaches of environmental, social or labour law; insolvency, liquidation, bankruptcy, creditor arrangements, similar proceedings, court or liquidator administration of assets, or suspended business activity; serious professional misconduct; agreements intended to distort competition; an unmanageable conflict of interest; involvement in preparing the procurement that creates an unavoidable competitive advantage; significant or persistent failures under previous contracts resulting in early termination, damages, price reductions or penalties; and false or misleading information, failure to provide information or requested documents, or improper attempts to obtain confidential information or influence the procurement. National grounds include enabling an unlawfully present foreign national to work or breaching rules on foreign workers, being subject to international sanctions, convictions for tax offences, and—if provided for in the procurement documents—local tax arrears. Where applicable, the notice provides for the possibility of demonstrating remedial measures to restore reliability.

Qualification criteria and exclusion grounds

The audit team must be led by an auditor holding the public-sector sworn auditor qualification, entered in the register of sworn auditors, whose professional activity is not suspended or terminated. The bid must state the auditor’s name and registration number and include a CV in the bidder’s own format. The bidder must complete and submit Annex 1, the price schedule, and provide the price in the structure specified in the evaluation criteria and price indicators sheet. The price must be realistic, free of calculation errors and logically proportionate to the volume of work. If the price appears abnormally low, the bidder must provide a substantive response to the contracting authority’s enquiries by the deadline. The detailed award criteria must be checked in the tender documents. By submitting a bid, the bidder confirms acceptance of all tender-document conditions; conditional bids are not permitted. Any information identified as a trade secret must be justified. The bid price and numerical figures used for evaluating bids may not be designated as trade secrets. For a joint bid, a power of attorney appointing an authorised representative must be submitted.
