Large-scale kitchen cleaning service

The bidder must confirm that neither it nor its representatives or members of its management or supervisory bodies is subject to mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorism, money laundering, terrorist financing or the use of child labour. The bidder must also have no material tax or social security payment arrears; the stated threshold for tax arrears is EUR 0, although the tax authority does not issue a certificate where the debt is below EUR 100 or payment has been deferred. The exclusion grounds also cover breaches of environmental, social and labour law, bankruptcy, liquidation or other insolvency situations, arrangements with creditors, assets managed by a liquidator or court, suspended business activity, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, serious breaches of previous public contracts, and the submission of false information or failure to provide required documents. The bidder must separately confirm that entering into the contract would not breach international sanctions and that it will not use, for more than 10% of the contract value, Russian persons or entities covered by the applicable sanctions. Where permitted by the procurement documents, the bidder may submit evidence of remedial measures demonstrating restored reliability.

Within the three years preceding publication of the contract notice, the bidder must have completed at least one contract for cleaning large-scale kitchens using cleaning products bearing the EU Ecolabel for hard-surface cleaning products or another officially recognised Type I ecolabel compliant with EN ISO 14024. The contract may still be in progress. The ESPD must include a description of the contract, its value, the contract dates, the cleaning products and their ecolabels, and information about the other contracting party. The bid must include a list of the cleaning products to be used and evidence of their compliance. All products must meet EU Ecolabel criteria 1 and 4. For an EU Ecolabel product, the ecolabel certificate is sufficient; for a product without the ecolabel, the bidder must provide a conformity audit issued by a conformity assessment body or an impartial auditor. The bidder must submit the required participation statement, a power of attorney for joint bidders where applicable, the cleaning plan in Annex 3, and the technical description and price form in Annex 1. Prices must be submitted in the required structure excluding VAT and must be final. The site must be inspected before bid submission, except for the exception described in the procurement documents. During contract performance, the bidder must operate environmental monitoring at least for one full working day every four months and record the quantities of cleaning products, their ecolabel status and dilution, the cleaning equipment used, water consumption and disposal location, and the quantity and separated collection of solid waste. Before service starts, the bidder must train the service staff on environmental matters and provide evidence stating the date, trainer, participants and topics. The monitoring procedure may be replaced by an ISO 14001-certified environmental management system, an EMAS registration or a compliant ecolabel for indoor cleaning services; evidence of the relevant certification, registration or ecolabel must then be provided.
