The tenderer must confirm in the European Single Procurement Document that neither the company nor its management or supervisory body members or authorised representatives are subject to exclusion grounds. The grounds checked include, among other matters, convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the use of child labour or human trafficking. The contracting authority will also check the payment of taxes and social security contributions, bankruptcy or insolvency proceedings, liquidation, suspended business activities, serious professional misconduct, agreements restricting competition, conflicts of interest, serious breaches of previous public contracts, and the submission of false information or failure to provide required documents. National grounds also cover enabling unlawfully staying foreign nationals to work, international sanctions and tax offences. Where an exclusion ground exists, the contracting authority may request an explanation of the circumstances, remedial measures taken to restore reliability and supporting evidence.

The machine-readable tender passport does not specify concrete turnover, previous experience or team qualification requirements. The tenderer must nevertheless submit the electronic procurement passport and demonstrate suitability and tender compliance with the following documents: - a detailed technical description, product name, specifications, product sheets and any other information needed to verify compliance with all technical requirements; - the manufacturer’s technical documentation or other verifiable evidence showing at least the LOD values, the matrix used and the measurement conditions required under section 6.2 of the technical specification; - a description of the training content, scope and delivery method; - confirmation from the manufacturer, a regional manufacturer partner or an authorised service partner, or equivalent evidence, demonstrating the tenderer’s right to supply the equipment and its ability to arrange maintenance. The equipment must be delivered to the Energy Technology Institute of Tallinn University of Technology at Ehitajate tee 5, room U06-134, 19086 Tallinn, as a complete and functional set no later than two months after contract signature. The tenderer must provide delivery, installation and commissioning, manufacturer technical support and warranty obligations, and, where necessary, maintenance, spare parts and software updates. User training must cover at least safe operation, carrying out measurements, the main measurement modes, saving and exporting measurement results, and routine user maintenance. These activities must be included in the tender price. Conditional tenders are not permitted, and the tenderer must confirm compliance with the procurement documents and provide evidence of equivalence where necessary.
