Insurance of buildings, movable property and civil liability of Haapsalu City Government and subordinate institutions

The bidder must confirm that neither the bidder nor any member of its administrative, management or supervisory body, authorised representative or person with control powers has received a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or unlawful child labour or trafficking-related offences. The contracting authority also checks breaches of tax and social security payment obligations. In addition, there must be no breach related to employing a foreign national who is unlawfully present or any situation in which awarding the contract would violate an international or Estonian sanction. The bidder must provide the declarations required in the European Single Procurement Document and, where applicable, details of the conviction, exclusion period and measures taken to restore reliability. If tax or social security arrears exist, the bidder must describe how the obligations were fulfilled or a binding repayment agreement was concluded.

The bidder must be a licensed insurance service provider from a European Union Member State, a European Economic Area contracting state or a country that has acceded to the World Trade Organization Government Procurement Agreement, and must hold a licence to conduct non-life insurance business in Estonia. The contracting authority will verify the licence in the electronic register of the Estonian Financial Supervision and Resolution Authority. A bidder may submit tenders for one or more lots, up to a maximum of 11 lots; contracts may be awarded to one bidder for up to 11 lots. In a joint tender, an authorisation from the joint tenderers must be included. The tender price must be submitted in the structure specified on the award criteria sheet, and the bidder must confirm acceptance of all procurement document requirements; conditional tenders are not allowed. Where applicable, the bidder must explain equivalence and provide supporting evidence. The tender must identify any trade secrets and justify that designation, but the tender price and other numerical figures related to evaluation may not be classified as trade secrets. The machine-readable notice did not specify additional turnover, previous experience or team qualification requirements.
