Compliance requirements
The tenderer must confirm that neither the company nor persons with management, representation or control powers are subject to the exclusion grounds listed in the ESPD. These include, among other matters, final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the illegal use of child labour or other forms of human trafficking. Compliance with tax and social security payment obligations, rules concerning the employment of unlawfully staying foreign nationals, and international sanctions is also checked. If an exclusion ground applies, the tenderer may describe remedial measures taken to restore its reliability and provide supporting evidence where this is permitted in the procedure.
Qualification criteria and exclusion grounds
The tenderer must have sold at least three vans in total during the period from 1 January 2025 until the contract notice publication date. A confirmation must be provided. At the contracting authority’s request, the buyers’ business names and contact details, as well as evidence of the sales such as handover-acceptance records or a customer confirmation, must be submitted within five working days. The contracting authority may verify the information with the buyers. The tender must include the completed compliance confirmation for the technical requirements and, where necessary, a description of the proposed vehicle and evidence of equivalence. The tender must cover three new 2026 or 2027 N1-category vans with diesel engines, automatic transmission, front-wheel drive, engine power of at least 110 kW, length of at least 5,300 mm, payload of at least 1,000 kg, cargo volume of at least 6 m³ and the specified cargo-area dimensions. The vehicles must meet the Euro 6 D emissions standard and include a full warranty of at least five years or up to 150,000 km, together with servicing and warranty repair at an accredited manufacturer’s representative located in Jõhvi rural municipality or Kohtla-Järve city. The specified bodywork, safety, lighting, cabin, tyre, audio and additional equipment must also be provided. The tender must be unconditional, its price must follow the prescribed structure, and all marked technical-parameter fields must be completed. The accredited service representative’s business name and address must be stated. A power of attorney for joint tenderers must be submitted where applicable. The tenderer must also declare any trade secrets and comply with the restrictions concerning sanctioned subcontractors and suppliers.
