Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. The bidder may also have to confirm that no excluded subcontractor will be used and, where applicable, that self-cleaning measures have been taken. If an exclusion ground applies, the bidder may need to provide the conviction date, reason, person convicted, exclusion period, self-cleaning description and electronic evidence details.

Qualification criteria and exclusion grounds

The bidder must have a competent person for design with at least road engineer, level 7 qualification, and a competent person for construction management with at least road engineer, level 6 qualification. The bidder must provide the responsible persons’ name, qualification and certificate number, and on request copies of the certificates, education documents and consent letters. Foreign bidders may submit an equivalent certificate or other proof from their home country. If the bidder relies on another company’s resources, the relevant ESPD information for that company must also be submitted. The bidder must also comply with the tender’s bid form, price table, equivalence confirmation and any required joint bidder authorisation or other compliance documents.
