Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm tax and social security payment information and provide the required details of authorised representatives, joint bidders, subcontractors and suppliers where relevant. Subcontractors or suppliers linked to the Russian Federation may not be involved in performing more than 10% of the contract value. Qualification criteria and exclusion grounds

The bidder must submit lecturer CVs in the required form and copies or extracts of documents proving the lecturers’ qualifications. Each proposed lot must have at least 2 lecturers. All lecturers included in the bid must meet the requirements set out in the tender documents, and the CVs must be signed by the lecturers themselves. If online teaching is needed, the bidder must be able to provide it and name the online learning environment during contract performance. The bidder must also submit a detailed training plan for each lot on the form required by the contracting authority. The plan must be completed in full and prepared for the target group of the offered lot. The contracting authority will evaluate the training plan according to the evaluation methodology. If the bid is submitted for several lots, a separate training plan must be provided for each lot.
