Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to the commission of a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus. The exact exclusion grounds and any required confirmations must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have at least 1 properly performed contract from the last 60 months before the start of the procurement, where the subject was transport, storage, cremation, burial or funeral arrangement services for deceased persons. The bidder must provide a short description of the contract, the performance period, the other contracting party’s contact details, and, for public procurements, the reference number. On request, the contracting authority may ask for confirmations from the client and additional reference details, including contract value, period and client information. The bidder must also confirm that it has the required registrations and competences to provide the service, and that the staff involved have the necessary training in handling the deceased, occupational health and safety, and personal data protection. On request, the bidder must provide documents proving the professional qualification of the person responsible for the work, even if that person is not directly employed by the bidder. The bidder must also confirm that it has or can obtain the necessary tools, equipment and technical resources, including a special frame for transporting the deceased, a vehicle adapted or intended for transporting the deceased, and a cold chamber for storage.
