Compliance requirements
The bidder and its management body members are checked against several exclusion grounds. These include at least participation in a criminal organisation, corruption, fraud, and terrorist offences or offences linked to terrorist activity. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed for the procurement. The exact exclusion grounds and any acceptable evidence must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have successfully and properly completed, as main contractor, at least one construction contract during the 60 months before the start of the procurement. The contract must have included the construction of a children’s playground, sports area or recreational area with a total area of at least 500 m² and the installation of EPDM or a similar surface. The bidder must provide the contract details in the ESPD, including the contract object, a short description of the work and scope, the contract period and the other contracting party. If requested, the successful bidder must also provide confirmation from the other contracting party that the contract was performed properly. The tender documents also require that the bidder attend the site visit and sign the attendance record.
