The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and the other statutory exclusion grounds listed in the ESPD/tender documents. If an exclusion ground exists, the bidder may have to provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents.

The bidder must be registered in the commercial register of its home country. The average total annual turnover for the last three completed financial years before the start of the procurement must be at least EUR 500,000. The bidder must also have properly completed at least two contracts in the last 60 months for similar work, namely construction of a public area.
