Construction of an outdoor gym in the beach area of Lake Viljandi

The bidder must confirm that none of the exclusion grounds set out in Sections 95(1) and 95(4.1) of the Estonian Public Procurement Act apply to the bidder, its management or supervisory board members, or its relevant legal or contractual representatives. The grounds include, among other things, convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, enabling unlawful employment, illegal child labour or human trafficking. The bidder must not have outstanding state taxes, duties, environmental charges, tax or social security contributions, or local tax debts in the area of the contracting authority. Neither the bidder nor a relevant management board member may be subject to international sanctions.

The bidder must have properly completed at least two contracts similar to this procurement during the 60 months preceding the contract notice. A comparable contract must cover the construction of an outdoor gym, including design, construction works and installation of equipment of a comparable scale. For each reference, the bidder must provide the contract name, client name and contact details, the procurement reference number where available, the contract start and end dates, and evidence that the works were performed properly. The bidder must submit the tender price in the required structure and using the specified price submission form, and complete the bidder declarations and information form. The tender must comply with all tender document requirements; conditional tenders are not permitted. The proposed solution and equipment must be supported by a technical description, data sheet, user manual, certificate, product specification or other substantive evidence. Failure to provide the required evidence will result in the tender being disregarded and rejected. Where necessary, an equivalent solution must be clearly described together with documents proving equivalence. The goods offered must not be subject to international sanctions or originate from a sanctioned region. The bidder and its subcontractors must not be domiciled or established in the Russian Federation or the Republic of Belarus. In the case of a joint tender, a power of attorney from the joint tenderers must be submitted. A site visit with the contracting authority’s representative is mandatory before submitting the tender; failure to visit the site will result in rejection.
