Procurement of telecom LiFePO4 batteries with installation readiness

The bidder must confirm that neither the bidder nor its management, administrative or supervisory board members or representatives have been finally convicted within the last five years of participating in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, child labour or human trafficking offences. The bidder must also have no tax or social security debt, bankruptcy or liquidation proceedings, suspended business activities, serious professional misconduct, anti-competitive agreements, unavoidable conflict of interest or material breaches of previous contracts that resulted in termination, damages or sanctions. The declarations also cover false statements, failure to provide required information or documents, and improper attempts to influence the contracting authority's decision-making process. The bidder must additionally confirm that no national exclusion grounds apply, including enabling unlawful employment, breaches of sanctions-related restrictions, tax offences or breaches of participation restrictions. Where an exclusion ground applies, evidence of remedial measures restoring reliability may be submitted in certain circumstances.

Within the 36 months preceding publication of the contract notice, the bidder must have properly completed at least three sales contracts involving the sale and delivery of direct-current backup power solutions using LiFePO4 battery chemistry. For each reference, the bidder must provide a description of the contract, its value, the contract signature and completion dates, the contracting partner's name and registration code, and the contact person's name, email address and telephone number. If the contract was awarded through a public procurement procedure, the procurement reference number must also be provided. The contracting authority may contact the contracting partner to verify the information. The tender must include the required technical data sheets and descriptions of the battery module, floor rack, protection solutions, electrical and functional compatibility, Eltek Generic support, integration method, parameters and alarms visible in the Smartpack S controller, and the complete equipment to be delivered. The bidder must also explain whether the solution fits in one 19-inch floor rack or requires two racks. The tender must include a short description and duration of the training, warranty terms, and the maintenance and fault-handling procedure. The warranty must be at least 6 years, and the expected battery-park service life must be at least 10 years when operated according to the manufacturer's instructions. The bidder must be able to deliver and hand over all 9 battery solutions, including the training, by 18 December 2026 at the latest. The tender must comply with the procurement documents, be unconditional, and include the required confirmations, forms, authorisations and technical evidence. If an equivalent solution is offered, an explanation and supporting evidence of equivalence must be submitted.
