Compliance requirements

The tender documents include mandatory exclusion grounds for criminal organisation participation, corruption, fraud and other terrorism-related offences. If any of these grounds apply to the company, its management, supervisory body, legal representative or other authorised person, the bidder may need to provide evidence of self-cleaning, if allowed by the procurement documents or applicable law. Qualification criteria and exclusion grounds

The bidder must show technical and professional capacity. In the last 36 months before the start of the procurement, the bidder must have successfully completed at least 1 development programme delivery contract in the tourism and/or creative sector with a value of at least EUR 10,000 excluding VAT. The reference contract must be described with the contract or project name, a short description of the programme content and main activities, the other party’s contact person and email and/or phone number, and, if the contract was awarded through public procurement, the relevant procurement reference number. The team must cover all roles required by the technical specification for the whole contract period, at least two different people must act as mentors, and if one person performs several roles, their experience and planned workload must be sufficient for all roles. The team as a whole must have demonstrable experience in all competence areas required by the technical specification. Trainers and mentors must have the Estonian language skills needed to deliver the service, and the team must also have English skills for communication with international experts and for guiding English-language sales outputs. The bidder must submit a team overview, CVs and descriptions of projects, contracts or comparable work proving the experience. The bid must also include the programme concept, which must follow the mandatory activities, volumes, outputs and quality requirements in the tender documents. The bid must be unconditional and must confirm compliance with the tender documents, including equivalent solutions where relevant.
