Compliance requirements
The bidder must confirm that neither the company nor its relevant representatives has been finally convicted within the last five years, or remains subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder must also have no outstanding tax or social security payment obligations, insolvency or liquidation proceedings, bankruptcy, suspended business activity, serious professional misconduct, anti-competitive agreements, unresolved conflicts of interest, or improper involvement in preparing this procurement. Grounds also cover serious or repeated breaches of previous public contracts, false or misleading information, failure to provide required information or documents, attempts to obtain confidential information, and breaches of environmental, social or labour-law obligations. National exclusion grounds include enabling the employment of unlawfully residing foreign nationals, being subject to international sanctions, conviction for tax offences, and restrictions on the right to submit a tender based on the bidder’s place of establishment. The bidder must provide the required confirmations and, where relevant, information and evidence concerning any exclusion ground. Where permitted, evidence of remedial measures restoring reliability may be submitted.
Qualification criteria and exclusion grounds
The tender is divided into two lots, and a bidder may submit a tender for a maximum of one lot; a maximum of one lot may be awarded to the same bidder. For the selected lot, the bidder must provide a sufficiently detailed technical description of the proposed equipment and accessories, including dimensions, equipment level, compatibility and other technical data. Technical documentation, photographs, accessory information and, where necessary, links to the manufacturer’s website must be submitted so that compliance with the procurement documents can be assessed. The equipment and accessories must be covered by a warranty of at least 12 months. During the warranty period, the supplier must provide necessary maintenance and repairs and supply necessary spare parts and accessories at its own cost, without additional transport or installation costs for the contracting authority; consumables and normal component wear are excluded. Technical support must respond within two working days and on-site maintenance within ten working days throughout the warranty period. The bidder must confirm its ability to provide this support. Joint bidders must appoint an authorised representative and submit the relevant authorisation. The bidder must identify authorised persons who can control the company and are not visible in the commercial register, or confirm that no such persons exist. A list of cooperation partners and subcontractors involved in supplying the equipment, including their roles and responsibilities, must be submitted. Subcontractors and suppliers must be established in an eligible country under the applicable procurement rules, and the bidder must comply with the restrictions concerning sanctioned goods, sanctioned regions and Russian-linked subcontractors or suppliers. The machine-readable notice did not specify financial turnover, prior experience or professional certification requirements; any additional requirements must be checked in the official tender documents.
