Hyperspectral camera, processing software and user training

Summary

This is a market consultation for a potential future procurement of a hyperspectral camera compatible with a DJI Matrice 400 drone, the required data-processing software, on-site user training in Finnish and user support. The solution is intended to identify construction and demolition materials, including concrete, wood, metals, brick, glass, insulation, plastics and bitumen, and to investigate water quality through spectral aerial imaging. Preliminary expectations include a push-broom sensor, a spectral range of 400–1000 nm, spectral resolution below 6 nm, at least 1,000 pixels of spatial resolution, a field of view of at least 30°, GNSS/IMU, automatic data recording, and an integration package for the DJI Matrice 400 with a total weight of no more than 6 kg. The software should support georeferencing, radiometric calibration with atmospheric correction, conversion of raw data into reflectance values, basic data processing, workflows and spectral libraries for construction and demolition materials. Licences and user support are expected to remain available until 31 May 2029. The potential procurement is planned for completion by the end of 2026, with training and operational deployment in the first half of 2027. Interested suppliers were asked to respond by 14 September 2026 at 10:00. The consultation is not a call for tenders or the start of a procurement procedure, and responding or not responding will not affect participation in a possible later competition.
