Provision of snow-clearing services on the roads, streets and car parks of Mustvee municipality in 2026–2030

Summary

The tender covers snow-clearing services on Mustvee municipality’s local roads, streets, pedestrian and cycle paths, publicly accessible car parks, service areas of municipal institutions and privately owned roads maintained by the municipality during the winter seasons from 2026 to 2030. Compliance requirements

The bidder must confirm that neither the company nor its representatives are subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also have no relevant tax or social security payment arrears, unless the obligations have been fulfilled or a binding payment arrangement has been concluded. Other exclusion grounds include breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation proceedings, agreements with creditors, comparable insolvency situations, administration of assets by a liquidator or court, suspended business activities, serious professional misconduct, competition-distorting agreements, conflicts of interest, involvement in preparing the procurement that creates an unfair advantage, serious or repeated breaches of previous public contracts, and the submission of false or incomplete information or failure to provide requested documents. National exclusion grounds also cover enabling unlawful employment of foreign nationals, international sanctions, certain tax offences and, where applicable, local tax arrears. The bidder must be able to provide the required confirmations and evidence; self-cleaning measures may be described where applicable.

Qualification criteria and exclusion grounds

The bidder may submit a bid for up to all six lots, and a single bidder may be awarded contracts for up to all six lots. For each lot, the bidder must confirm that it has, or will have by the start of contract performance under a right of use, main equipment meeting the minimum requirements in section 2.2 of the technical description. At the contracting authority’s request, the bidder must provide data and documents proving the equipment’s compliance. The bidder must submit a bid that takes over all conditions in the tender documents; conditional bids are not allowed. The bid price must be entered according to the structure specified in the price and evaluable-indicators sheet. The available notice does not specify separate turnover, previous-experience, staffing or professional-registration thresholds; any such requirements must be checked in the official tender documents.
