Other exclusion grounds include breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation proceedings, agreements with creditors, comparable insolvency situations, administration of assets by a liquidator or court, suspended business activities, serious professional misconduct, competition-distorting agreements, conflicts of interest, involvement in preparing the procurement that creates an unfair advantage, serious or repeated breaches of previous public contracts, and the submission of false or incomplete information or failure to provide requested documents. National exclusion grounds also cover enabling unlawful employment of foreign nationals, international sanctions, certain tax offences and, where applicable, local tax arrears. The bidder must be able to provide the required confirmations and evidence; self-cleaning measures may be described where applicable.
