The only exclusion ground stated in the machine-readable notice is that the bidder must be registered in the Estonian Business Register or an equivalent register in its country of origin. Bidders registered outside Estonia must provide proof issued by the competent authority of their country of origin. For bidders registered in Estonia, the contracting authority checks the registration itself.

The machine-readable notice did not include precise qualification criteria; these must be checked in the tender documents. For compliance, the bidder must submit a complete price quotation, equipment specifications and the Technical Compliance Form (Annex 1). The quotation must show the proposed solution and pricing structure, with installation and training costs listed separately. The bidder must also confirm that the tender complies with the tender documents, that any equivalence has been explained and supporting evidence added, and that the price is provided in the required structure. The notice also requires the bidder to state any business secrets in the tender and justify why the information is treated as confidential.
