Compliance requirements

The bidder must confirm that none of the exclusion grounds listed in Section 95(1) of the Public Procurement Act apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal employment of foreign workers, illegal use of child labour or human trafficking, and any tax, fee or environmental charge debt. The contract may also not be awarded if this would breach an international sanction or a sanction of the Government of the Republic. In addition, neither the bidder nor any person whose resources are relied on may be established or resident in the Russian Federation or the Republic of Belarus.

Qualification criteria and exclusion grounds

The bidder must have one person in the team with electrical works competence: B competence class or equivalent. The bidder must provide the electrician specialist’s details (name and either a copy of the professional/competence certificate or the certificate number). If the contracting authority can verify the details from public databases, copies do not need to be submitted. The bidder must also confirm that the bid complies with the tender documents, that any equivalence has been explained where needed, and that proof of equivalence has been attached. If the bidder relies on another company’s resources to meet economic, financial, technical or professional requirements, the bid must include that company’s details and a signed consent from the other company’s legal representative. The bid must be submitted in the required cost form structure, and the bidder must complete the bid cost submission form. Object inspection is mandatory before submitting the bid.
