The contracting authority will exclude a bidder if the bidder has the exclusion grounds referred to in Section 95(1) and Section 95(4)(8) of the Public Procurement Act. The machine-readable notice did not include any more detailed exclusion grounds; they must be checked in the tender documents.

The bidder must involve a responsible specialist for performance of the contract. The specialist must be a certified water supply and sewerage engineer, level 7, with the specialisation ‘design of external water supply and sewerage’. If the specialist obtained the professional qualification in a foreign country, a certificate issued by the competent authority under the law on recognition of foreign professional qualifications must be submitted to confirm equivalence. The bidder must also provide the specialist’s name and qualification details.
