The tender documents include the standard exclusion grounds, especially criminal organisation participation and corruption. The bidder must answer the exclusion questions and, where relevant, may provide evidence of self-cleaning and the required details about the conviction, reason, convicted person and exclusion period. The machine-readable notice did not include any more specific exclusion grounds beyond the standard grounds; they must be checked in the tender documents.

The bidder must submit Form 2 and the manufacturer’s technical documentation in Estonian or English. Before the tender submission deadline, samples of the offered products must be delivered to Paldiski mnt 68C (LTKH central warehouse); the number of samples must match Form 2 and the samples must be the same products as those offered in the tender. If an equivalent product is offered, equivalence must be explained where necessary and supporting evidence must be attached. The tender must comply with the tender documents, conditional tenders are not allowed, the price must be entered in the required structure, and in a joint tender a power of attorney from the joint bidders must be attached.
