Compliance requirements
The machine-readable notice included standard exclusion grounds, including criminal organisation, corruption and fraud. The bidder must confirm that none of the relevant persons has been finally convicted within the last five years, unless the exclusion period has already expired. If an exclusion ground exists, the bidder may provide evidence of self-cleaning, where allowed. The notice also includes a confirmation that the bidder and persons acting on its behalf have not committed corrupt acts in this procurement procedure.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 contract for outdoor light decoration installation within the 36 months before the start of the procurement, with a value of at least EUR 20,000 excluding VAT. If the service was provided under a framework agreement, qualification may be demonstrated by contracts or orders concluded and performed under that framework agreement. The bidder must submit a list of completed contracts with the contract content, value, dates and details of the other contracting party; the contracting authority may request additional explanations or evidence. The bid must comply with the tender documents, including the requirements for the light decorations to be installed, and the bidder must confirm that it can use the necessary tools, equipment and technical resources, including at least cherry pickers. In a joint bid, an authorised representative must be appointed. The bid price must be submitted in the required structure, all rows must be completed, unit prices must be in euros excluding VAT and with up to two decimal places. If an equivalent solution is offered, it must be explained and supporting evidence must be attached.
