Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation, corruption and fraud. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed by the procurement documents and applicable law.

Qualification criteria and exclusion grounds

The bidder must confirm that the tender complies with all tender document requirements and the technical specification. The bidder must provide evidence of fuel stations in the required locations, including a list of stations, exact locations, opening hours and station type. There must be at least 6 stations in Tallinn and at least 2 in Tartu; at least 1 station in Pärnu, Narva, Jõhvi, Rakvere, Paide (alternatively Türi or Mäo), Kuressaare, Viljandi, Valga, Võru and Haapsalu. At least one compliant station in Tallinn and at least one in Tartu must be able to dispense fuel during an officially declared crisis situation, including a power outage. If the bidder uses partner stations or card cross-use, this must also be evidenced and, where necessary, supported by certified extracts from cooperation agreements. The bidder must submit the contracting authority’s price form and confirm that the tender is not conditional. If subcontractors or suppliers are used for more than 10% of the contract value, the bidder must confirm that they are not Russian nationals, residents or entities established in the Russian Federation, and not persons or entities owned or controlled by them or acting on their instructions. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.
