The exclusion grounds include, among others, participation in a criminal organisation, corruption, fraud, and offences related to the commission of a terrorist act or terrorist activities. For these grounds, the bidder is asked whether the company or members of its management, administrative or supervisory bodies have been finally convicted within the last five years. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible self-cleaning conditions must be checked in the tender documents.

The bidder must have an average annual turnover of at least EUR 500,000 for the last three financial years ending before the start of the procurement. If the bidder has operated for less than three financial years, the average is assessed over the financial years that have ended by the start of the procurement. Joint bidders may combine their turnover. On request, the bidder must provide annual report extracts or other documents proving turnover, unless the data are available to the contracting authority from public registers. The bidder must have completed at least two contracts in the last three years for software testing services for information systems, each worth at least EUR 100,000 excluding VAT. The contracts must cover system and/or integration testing for business-critical or central information systems, including participation in testing activities and preparation of test cases. The tested information system must have had at least three interfaces with other information systems or at least 100 users in total. On request, the bidder must provide a client confirmation showing the service, completion time and contract value. The bidder must also submit the required declarations in the tender documents, including confirmation of the team of at least four members, the ability of key persons to communicate in Estonian, and compliance with the team requirements set out in the tender documents.
