Packaging Waste Sorting Line

The bidder must state the country in which it is registered. Bidders originating from third countries will be excluded. Third countries are countries that are not members of the European Union or the European Economic Area, are not parties to the WTO Government Procurement Agreement, and do not have a reciprocal free trade agreement with the European Union covering public procurement. The bidder must not have outstanding state taxes, mandatory contributions or environmental charges, or outstanding tax liabilities and social security contributions under the law of its country of establishment. Deferred or rescheduled tax debt is permitted. For bidders established in Estonia, the contracting authority will verify the absence of tax arrears through the Estonian Tax and Customs Board; bidders established elsewhere must provide evidence of no outstanding tax liabilities upon request.

The bidder’s average annual sales revenue must be at least EUR 10,000,000 per year for the last three completed financial years ending before the start of the procurement procedure. Within the last 60 months, the bidder must have completed at least one contract for the design and construction of a waste sorting line. The value of the works under the contract must be at least EUR 7,500,000, the scope must include both design and construction, and the completed line must have a capacity of at least 12 tonnes per hour and 50,000 tonnes per year. The line must be intended for mixed packaging waste and include optical sorting equipment whose volume and complexity are comparable to at least seven optical sorting units. The bidder must submit a description of the reference project, the input material and optical sorting equipment, the scope of its own work, the completion month and year, the contract value, the line capacity, and the client’s name and contact details. If the bidder relies on another entity’s technical or professional capacity, that entity must perform the works or services to which the relevant capacity relates. The bidder must hold a valid ISO 9001 quality management system certificate or an equivalent certificate and submit a copy. The tender must be unconditional and comply with the procurement documents. For a joint tender, the bidders must appoint an authorized representative and submit a power of attorney. The submission must include a comprehensive price quotation or bill of quantities, the technical requirements form, the technical solution with drawings and layout plan, and a process flow diagram. The offered warranty must be at least 24 months from acceptance of the works and must apply without an additional maintenance agreement. The tender must remain valid for at least three months after the tender submission deadline. The contract team must include a Project Manager and a Site Manager. The Project Manager must have experience from at least one project involving the supply and implementation of an automated sorting line comparable in scope and complexity. The Site Manager must have experience from at least one comparable project involving the installation or construction of an automated sorting line. The bidder must submit both individuals’ names, roles and CVs. Effective communication in Estonian must be ensured throughout contract performance, either through a Project Manager or Site Manager with the required professional language skills or through a qualified interpreter. Following a fault notification, the bidder must provide an initial response within four hours and, where necessary, send an on-site technician to the buyer’s production premises within 24 hours. A delay may result in a contractual penalty of EUR 800 per hour, capped at 5% of the total contract price. Throughout contract performance, the bidder must maintain all-risk construction and installation insurance and third-party liability insurance. The insured amount must be at least the total contract price, the contracting authority must be named as the first beneficiary under all policies, and the policies and evidence of premium payment must be submitted. The bidder must also describe regular maintenance of the sorting line and provide the annual maintenance price for five years; this maintenance contract is separate from the tender price. The bidder must additionally state the guaranteed processing capacity for mixed packaging waste and list the material fractions included in the calculation.
