Compliance requirements
The contracting authority will exclude a bidder or joint bidder if a ground for exclusion under section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder or joint bidder if a ground under section 95(4) applies. When submitting the bid, the bidder must confirm that no exclusion grounds apply. Before signing the contract, the contracting authority will verify, on the basis of evidence, at least the absence of the exclusion grounds referred to in section 95(1).
The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value who are citizens or residents of the Russian Federation, or businesses established in the Russian Federation, or who are directly or indirectly more than 50% owned by such persons or entities, or who act on their instructions. If this condition is not met, the contracting authority may reject the bid.
The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories. If this condition is not met, the contracting authority may reject the bid.
Qualification criteria and exclusion grounds
The bidder must have a valid operating licence on the date of submission for outpatient psychiatric services, or outpatient psychiatric services including child psychiatry, at each place where the service will be provided. The licence must cover the service locations. The bidder must enter the licence number(s) in the tender form and confirm that the service will be provided in the premises on which the licence was issued.
The bidder's 2025 net turnover from healthcare services must be at least EUR 34,826. The required turnover is calculated for one doctor working full-time in outpatient appointments and increases proportionally according to the number of doctors and workload stated in the bid. The bidder must state the 2025 turnover in the procurement register.
During the 12 months before the date of the decision to launch the procurement, the bidder must have provided outpatient psychiatric services at least 50 times. The bidder must confirm this in the procurement register. The contracting authority will verify the requirement using data from the Health Insurance Fund database or discharge summaries entered in the health information system.
The bidder must have a working ultrasound machine at each service location stated in the bid, with capability for vaginal and rectal ultrasound examinations. The bidder must provide the service locations in the procurement register and attach copies of documents proving purchase, leasing, rental, free use or other acquisition of the device, together with a photo showing the device's unique serial number and model.
During the 12 calendar months before the calendar month of the decision to launch the procurement, the bidder must have provided e-consultations in the offered specialty, or must be ready to provide e-consultations through the health information system by the bid deadline. This requirement applies only in specialties where e-consultation through the health information system is required by law, except for haemodialysis, infertility treatment and preventive services. The bidder must confirm this in the procurement register.
