Compliance requirements

The bidder must confirm that neither it nor its management body members, persons with representation rights or persons controlling it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other serious offences listed in the tender documents. If such a ground exists, the bidder may submit evidence of self-cleaning, where permitted. The bidder must also confirm that it will not use subcontractors or suppliers representing more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or persons or entities linked to them. The contracting authority may reject a bid if the resulting contract would be void under the sanctions rules. The bidder must also indicate what information is trade secret, but may not classify the bid price or other numerical indicators linked to award criteria as trade secret.

Qualification criteria and exclusion grounds

The bidder must have at least 2 previously completed service contracts for passenger transport services that match the characteristics set by the contracting authority and that were performed within the 36 months before the start of the procurement. For each reference, the bidder must provide the description, total amount, currency, the bidder’s scope of responsibility, the contract amount, period, customer name, contact person, email, phone number, and, if available, an electronic access link, code and issuer.
