Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation, corruption, fraud and other mandatory grounds. The bidder must confirm the required declarations in the ESPD/tender passport and may need to provide evidence of self-cleaning where applicable. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or an equivalent register in its country of establishment, and the contracting authority may request proof of registration.
The bidder’s average annual net turnover for the last three completed financial years, or for at least one of those years, must be at least EUR 500,000 for the period 01/01/2023–31/12/2025. The bidder must provide a confirmation of this requirement, and the successful bidder may need to submit extracts from the last three annual reports or other evidence if the data are not publicly available to the contracting authority.
The bid must comply with the tender documents, include all required documents and be properly formatted. The bid must be submitted in Estonian; technical documentation may be in English if compliance can be checked unambiguously.
The bidder must submit Annex 8 “Technical tender”, Annex 5 “Risk analysis form”, Annex 4 “SLA and maintenance model”, Annex 3 “Confirmation of the team members’ competence”, and Annex 2 “Price schedule”.
The team must have the competence needed to install professional AV, LED, digital display, exhibition or immersive space solutions. The bid must also state the largest offered pixel pitch, maximum electricity consumption and maximum heat output of the solution.
Before submitting the bid, the bidder must have inspected the place of performance. If this has not been done, the contracting authority may reject the bid.
