Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed, as main contractor, at least two contracts for the construction or reconstruction of a publicly accessible park, recreation area, playground or sports field during the 60 months before the start of the procurement, including the construction of footpaths and landscaping. The bidder must provide the contract details in the ESPD and, if requested, a certificate from the other contracting party confirming proper performance. The works must involve a responsible specialist with a level 6 construction manager qualification in general construction, or an equivalent, or a level 6 civil engineer qualification, or an equivalent, or a level 4 landscape construction qualification, or an equivalent, plus experience in at least one park, recreation area, playground or sports field project. A copy of the qualification document must be submitted if the data are not easily available from a public database, together with the specialist’s signed CV listing completed contracts and a written consent to participate in contract performance. The bid must comply with the tender documents and, where necessary, include an explanation of equivalence and supporting evidence. The bidder must also submit bidder confirmations, the price offer form, a power of attorney if the bid is submitted by an authorised representative, a joint bid power of attorney and solidarity statement for joint bids, and subcontractor details with the subcontractor’s signed consent if subcontracting is used.
