Summary

The tender covers the supply of food products, including dairy products, meat and meat products, fish, vegetables, fruit, frozen products, dry goods, beverages, bread products and coffee. It is divided into 16 lots, and a tenderer may submit bids for up to 16 lots. A framework agreement will be concluded with all tenderers whose bids comply with the requirements and who meet the qualification criteria. The tenderer must offer the complete assortment specified for each lot applied for, submit the required participation and technical offer forms, provide the price in the prescribed structure, and explain and prove equivalence where relevant.

Compliance requirements

The tenderer must confirm that neither the tenderer nor members of its representative, management or supervisory bodies have been finally convicted during the last five years of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or offences involving child labour or human trafficking. Exclusion may also apply due to breaches of tax or social security payment obligations, bankruptcy or other insolvency or liquidation proceedings, assets managed by a liquidator or court, suspended business activity, serious professional misconduct, anti-competitive agreements, a conflict of interest, involvement in preparing the procurement, serious breaches of previous public contracts, or the submission of false information or failure to provide required documents. The tenderer must also confirm compliance with environmental, social and labour-law obligations. The threshold for tax and social security debt is EUR 0; in Estonia, the tax authority may not issue a debt certificate where the debt is below EUR 100 or payment has been deferred. The tenderer must additionally confirm that there has been no breach involving the employment of an unlawfully staying foreign national, no status as a subject of an international sanction, and no conviction for tax offences.

Qualification criteria and exclusion grounds

The tenderer must have completed at least one similar food sales and supply contract during the 36 months preceding the launch of the procurement. The requirement applies by lot, with the following minimum equivalent experience thresholds: Lot 1 – at least 50,000 litres of milk and/or dairy products supplied within a period of up to one year; Lot 2 – at least 20,000 cups of curd and/or yoghurt products; Lot 3 – at least 3,000 kg of frozen vegetables and/or berries; Lot 4 – at least 10,000 kg of dry goods; Lot 5 – at least 10,000 kg of canned vegetables; Lot 6 – at least 8,000 litres of juice; Lot 7 – at least 10,000 kg of fresh vegetables or fresh fruit; Lot 8 – at least 50,000 kg of fresh peeled potatoes and/or carrots; Lot 9 – at least 5,000 kg of meat products; Lot 10 – at least 5,000 kg of poultry meat and/or 50,000 chicken eggs; Lot 11 – at least 5,000 kg of frozen fish and fish products; Lot 12 – at least 5,000 kg of curd and/or butter products; Lot 13 – at least 50,000 units of soluble portion coffee; Lot 14 – at least 25,000 bottles of drinking water; Lot 15 – at least 10,000 kg of frozen or chilled pork and/or beef; Lot 16 – at least 20,000 kg of bread and/or bakery products. The experience submission must include the contract description, value, performance period, client and contact details, together with supporting evidence where required. The bid must cover all products listed in the assortment for each selected lot. The tenderer must submit the participation application and completed technical offer form. Prices must be provided in the structure specified in the pricing sheet. Conditional bids are not permitted. If an equivalent product or solution is offered, the equivalence must be explained and supporting documents provided. For a joint bid, a power of attorney for the joint tenderers must be submitted. No separate turnover requirement or other minimum financial capacity requirement is specified in the machine-readable notice.
