Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption and fraud. The notice also refers to self-cleaning: if an exclusion ground applies, the bidder may provide evidence that it has taken measures to restore reliability, where allowed by law or provided for in the tender documents. The bidder must also confirm that neither it nor the persons acting on its behalf have committed corrupt acts in this procurement procedure. In addition, participation is restricted for entities whose place of residence or establishment is in the Russian Federation or the Republic of Belarus, and the bidder must provide the names and personal identification codes of authorised persons who are not visible in the business register, or confirm that such persons do not exist.

Qualification criteria and exclusion grounds

The bidder’s total net turnover for the last three financial years must be at least EUR 100,000. Within the 36 months before the start of the procurement, the bidder must have properly performed at least one contract for repair works on facilities and emergency water and sewerage works, or an equivalent contract, with a value of at least EUR 70,000 excluding VAT. The bidder must provide a short description of the completed contract, its value, performance period and the client’s contact details; the contracting authority may request evidence. For service performance, the bidder must be able to involve a sanitary technician, locksmith, electrician or carpenter as needed. The bid must comply with the procurement documents, equivalent solutions must be explained where relevant, and the required evidence must be attached. If the bid is submitted jointly, an authorised representative must be named. The bidder must also provide the names and personal identification codes of authorised persons, or confirm that no such persons exist.
