The bidder is checked for the usual exclusion grounds, especially participation in a criminal organisation, corruption, fraud and other criminal exclusion grounds listed in the ESPD. If such a ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must submit a substantive bid description covering the interpretation of the research partnership objective, working arrangements, readiness to participate in mini-competitions, research methods and data sources, the ability to assemble research teams, a risk mitigation plan and a communication plan. For the team, the bidder must provide a named composition, division of work and roles by responsibility area. The team members named in the bid must personally take part in contract performance, and their CVs and documents proving competence must be submitted. The research partnership manager must hold a doctoral degree and have prior experience in conducting and managing comparable broad-based interdisciplinary studies or projects. If documents proving education are not available from public databases, copies must be provided. The team description must show which research directions and fields the team covers, and for each included direction or field there must be at least one team leader representing it. The bidder must also submit the CV of the research partnership manager. If the bid is a joint bid, a power of attorney from the joint bidders must be submitted. The bidder must also provide the names and personal identification numbers of authorised persons, or confirmation that no such persons exist, if they are not visible to the contracting authority in the business register. The bidder must also confirm the use of environmentally friendly solutions during contract performance.
