Provision of Accommodation Services

Summary

The tender covers the provision of up to 150 accommodation places for applicants for and beneficiaries of international protection, as well as other people supported by the Portuguese Refugee Council (CPR), in Loures, Amadora, Sintra, Cascais, Oeiras, Barreiro, Montijo and Moita. The contract lasts for up to six months or until its value is exhausted; CPR is not required to use all places continuously or in full. The service also includes laundry: bed linen and towels must be changed at least weekly, and each guest’s personal clothing must be washed weekly, up to 20 items. The maximum accommodation rate is EUR 25 per person per night. Children aged 0–4 stay free; children aged 5–12 are charged half the adult rate, except when using their own bed, in which case the adult rate applies. At least 10 cots must be made available to CPR free of charge, subject to availability. Fixed weekly laundry rates are EUR 13 per adult and EUR 6 per child aged 12 or under, per person. The overall contract ceiling is EUR 350,000 excluding VAT. Price is the sole award criterion, and bids will not be negotiated. The tenderer must submit an electronically signed offer in Portuguese and the required electronic catalogue. Only one offer is permitted; joint bids and variants are not allowed. The deadline is 10 October 2026 at 23:59. The service, submission and evidence requirements described in the tender documents must be observed when preparing the offer.
