Specialised IT services on an hourly-bundle basis

Summary

EMEL is seeking specialised IT services for up to 36 months, divided into five lots: database administration, cybersecurity and information security, functional and systems analysis, information-systems architecture, and information-systems project management. At least one specialist meeting the required profile must be provided for each lot bid for; the profiles have education or alternative experience, relevant work-experience and certification requirements. Each bid must include the European Single Procurement Document, the completed price form, and evidence of company registration and the signatory’s authority to represent the bidder. Bid documents must be in Portuguese and signed with a qualified electronic signature. Price is the sole award criterion, and variant bids are not permitted. The submission deadline is 4 November 2026 at 23:59; bids must remain valid for 66 days. The overall ceiling is €1,249,977.60 excluding VAT. The lot ceilings are €249,984 for database services, €249,984 for cybersecurity, €210,009.60 for analysis, €285,004.80 for architecture, and €254,995.20 for project management. The hourly rate caps are €43.40, €43.40, €36.46, €49.48 and €44.27 respectively. Services will be called off as needed and paid for according to hours actually worked; each lot runs for up to 36 months or until its contractual ceiling is reached.
