Purchase and delivery of diesel fuel in 2027 for Lider Municipal and Local Government Services Ltd.

Summary

The procurement is for diesel fuel for the vehicles of Lider Usług Komunalno-Samorządowych Sp. z o.o. from 1 January to 31 December 2027. The supplier must provide fuel on an as-needed, ongoing basis, dispensed directly into the vehicles at service stations using PIN-protected fuel cards issued by the supplier. The fuel must comply with standard PN-EN 590 or an equivalent standard and with Polish quality requirements for liquid fuels. The guaranteed base order is 20,000 litres. The contracting authority may exercise an option for up to a further 65,000 litres, making the maximum quantity 85,000 litres. The supplier must provide access to stations open 24 hours a day, seven days a week, with at least one station in every Polish province and a station in Środa Wielkopolska. The station in Środa Wielkopolska must accommodate trucks with a gross vehicle weight exceeding 12 tonnes. Fuel cards and PINs must be delivered by 29 December 2026 and be ready for use from 1 January 2027. Initial cards are free; requested additional or replacement cards must be issued within 10 working days. The tender must offer the same fixed discount per litre for both the base order and the optional quantity. Payment is based on the actual volume purchased, and price is the sole award criterion. The bidder must hold a valid concession for trading in liquid fuels. No turnover, financial capacity or previous-experience conditions are set. The tender must include the completed offer form and the required declaration concerning exclusion grounds and participation conditions; the highest-ranked bidder must provide evidence of the concession when requested. Tenders must be submitted electronically, and no tender guarantee is required.
