Heating oil supply to Turobin municipality and schools for the 2026/2027 season

Summary

The contract covers the successive delivery of heating oil to the Turobin municipal office, the Turobin school complex and the primary school in Czernięcin during the 2026/2027 heating season. The estimated quantity is approximately 84,460 litres, with a guaranteed minimum delivery of 60,000 litres. The actual quantity may change depending on the weather, and payment is due only for the quantity actually delivered. The contract runs until 30 June 2027. The supplier must transport and unload the oil at its own expense using a tanker fitted with a legally verified meter. The oil must meet specified quality limits: calorific value of at least 42.6 MJ/kg; density at 15°C of no more than 860 kg/m³; flash point of at least 56°C; pour point no higher than -20°C; sulphur content no more than 0.20%; water content no more than 200 mg/kg; total contamination no more than 24 mg/kg; and a red colour by visual assessment. Each delivery must be accompanied by a quality certificate and information showing the producer’s price on the delivery date. Delivery must take place within the period offered, but no later than 4 days after an order is placed; deliveries are made on working days between 8:00 and 15:00. The bidder must hold a valid concession for trading in liquid fuels. No turnover, financial-standing, technical-capacity or previous-experience thresholds are specified. The offer must include the required declarations on participation conditions and exclusion grounds, and, where applicable, documents concerning reliance on other entities’ resources or a joint bid. Offers are evaluated on price (60%) and delivery time (40%): 1 day earns 40 points, 2 days 30 points, 3 days 20 points and 4 days 10 points.
