Design and installation of a 49.56 kWp solar power plant at the Żarnowiec selective waste collection site

Summary

The contract covers the design, supply, installation, commissioning and connection of a 49.56 kWp photovoltaic power plant to the electrical system of the municipal selective waste collection site in Żarnowiec. The contractor must prepare and obtain approval for the design, install the rooftop panels and associated electrical equipment, configure monitoring and a zero-export solution, carry out tests and measurements, train at least two people designated by the contracting authority, and provide as-built documentation and required notifications. The electricity is intended for the site’s own use, and any surplus export to the grid must be automatically blocked. Technical details are set out in the tender documents; among other things, panels must be rated at least 590 W and the system must meet the required technical parameters and achieve an estimated annual output of at least 48,800 kWh. Equivalent equipment is permitted where the bidder proves compliance. The work is generally due within 42 days of contract signature. Some panels are to be installed on a canopy under construction; that work must be coordinated and depends on the safe completion of the relevant construction area and its release by the contracting authority. The warranty and defect-liability period for design, installation and assembly work must be at least 60 months; the modules must carry at least a 20-year product warranty and a 30-year linear power warranty. Price accounts for 60 evaluation points and warranty duration for up to 40: 60 months scores 0, 72 months scores 20, and at least 84 months scores 40. No tender guarantee is required, but the successful bidder must provide a performance guarantee equal to 5% of the VAT-inclusive tender price before signing the contract. To participate, the bidder must demonstrate at least one properly completed project in the last 3 years involving the design, supply, installation and commissioning of a photovoltaic installation of at least 40 kWp, and provide specialists qualified to design and manage electrical engineering works. The offer must include the required declarations and technical documentation for the proposed modules and inverter.
