Purchase of a Wheeled Excavator

Summary

The tender concerns the supply of one brand-new, unused wheeled excavator for the management of municipal cemeteries in Kraków. The machine is intended for earthworks, excavation and maintenance work, must be ready for operation and must be capable of travelling legally on public roads as a slow-moving vehicle. The supply includes a 400 mm toothed digging bucket, a 1,500 mm tilting grading bucket, a hydraulic quick coupler, a hydraulic demolition hammer, a reversing camera, two-way auxiliary hydraulics and all hoses, connectors and fittings needed for operation. The contractor must deliver and unload the machine in Kraków, commission and functionally test it, provide the documentation and instruct the buyer’s staff. The delivery period is 28 days from contract signature. The excavator must have two steerable axles, an overall width of 2,000–2,090 mm, an operating weight of no more than 7,700 kg, engine power of at least 45 kW, digging depth of at least 3.50 m, a wheelbase of no more than 2.10 m and crab steering. A closed cab with heating, ventilation and factory-installed air conditioning is required. Maximum design travel speed is 25 km/h; any permanent speed restriction must be fitted by the manufacturer or its authorised service provider and must not be adjustable or defeatable through normal controls. The machine must have the lighting, markings, brakes and travel-position locking systems required for public-road use, including secure locking of the rotating upper structure and attachments while travelling. The bid guarantee is PLN 7,000. The bidder must state actual technical values in its offer and provide manufacturer or authorised-representative documentation substantiating, among other things, speed, width, operating weight and the two steerable axles. Price accounts for 90% of the evaluation and warranty duration for 10%. The warranty must be at least 24 months; 24–35 months earns 5 points and 36 months or more earns 10 points. Bidders must not be subject to the exclusion grounds specified in the tender documents and must provide the required declarations. No separate numerical thresholds are set for turnover, financial standing or previous experience.
