Recurring heating oil deliveries to the Social Welfare Home in Kutno in 2027

Summary

The contract covers recurring deliveries of light heating oil to the boiler room of the Social Welfare Home in Kutno from 1 January to 31 December 2027, or until the contract’s maximum gross value is reached. The estimated quantity used to compare bids is 90,000 litres, but the buyer guarantees purchase of at least 45,000 litres; any additional quantity depends on actual needs and the contract’s financial cap. Individual deliveries will generally be 2,000–6,000 litres and must arrive within two working days of the order, on working days between 7:00 and 14:00. The oil must be unloaded into the storage tank, and the quantity must be measured at the reference temperature of 15°C using a verified tanker-truck measuring system. The heating oil must meet L-1 grade requirements: heating value of at least 42.6 MJ/kg, density at 15°C of no more than 860 kg/m³, kinematic viscosity at 20°C of no more than 6.00 mm²/s, sulphur content of no more than 0.1% by mass, flash point of at least 56°C, water content of no more than 200 mg/kg, solid contaminants of no more than 24 mg/kg, ash residue of no more than 0.010% by mass, and red colour. An equivalent specification is acceptable, and the supplier may choose the producer; each delivery must include a batch-specific quality certificate. The bidder must offer a discount from the published ORLEN wholesale price, fixed throughout the contract. Bids are evaluated on price (90%) and payment term (10%); bidders may offer 14, 21, or 28 calendar days. Participation requires a valid liquid-fuel trading concession covering the offered light heating oil. The bid must include the price form and a declaration concerning exclusion grounds and participation conditions. The selected bidder must provide the concession on request within at least 5 days. The bid must be submitted electronically in Polish and signed with an accepted electronic signature.
