Physical property security, reception and maintenance services in Częstochowa

Summary

The Regional Development Agency in Częstochowa is procuring services in two separate lots for 1 November 2026 to 31 October 2027. Bidders may submit an offer for Lot 1, Lot 2 or both. Lot 1 covers physical security for the buildings and grounds at 5 Ekonomiczna Street and site maintenance. A security guard must be present from 18:00 to 06:00 on weekdays and around the clock on weekends and public holidays; patrols must take place hourly at night. Maintenance includes mowing and tending 9,831.30 m² of lawn, caring for greenery, cleaning walkways and parking areas, clearing snow around the clock from a 7,846.30 m² area, and washing the paved surfaces once a year. Lot 2 covers round-the-clock physical security for the building and grounds at 117/121 Wały Dwernickiego Street, reception services and maintenance. The exterior must be checked at least seven times between 17:00 and 07:00. Reception is provided seven days a week, around the clock. From 07:00 to 17:00, it must be staffed by a presentable, communicative person with at least secondary education and two years’ experience at a reception desk in office and/or public-use buildings; the person must wear a suit. Reception duties include operating the barrier and intercom, recording visitors and keys, informing tenants about visitors, handling mail and monitoring CCTV. Maintenance includes landscaping and cleaning, round-the-clock snow clearance from a 3,764.16 m² area, and washing paved surfaces once a year. For both lots, the contractor must provide a 24-hour intervention patrol and an electronic patrol-checking system. An intervention team must be able to reach the site within 10 minutes. Required equipment includes a ride-on mower, grass trimmer, industrial paving-stone scrubber and combination snowplough and grit spreader. Mowing and snow clearance may not be subcontracted. Security and cleaning staff must be employed under employment contracts, and a cleaner may not also work as a security guard. Cleaning requires 0.5 full-time equivalent in Lot 1 and one full-time equivalent in Lot 2. Price is the sole award criterion. Bids must be submitted electronically by 10:00 on 12 October 2026 and must include the relevant lot bid form and required declarations. Participation also requires a security-services concession, liability insurance of at least PLN 4,500,000, and evidence of the specified previous experience.
