Construction of a Conference and Training Building for the Biała Healthcare Facility

Summary

The contract is for construction of a conference and training building on the grounds of the Biała healthcare facility at Moniuszki 8. The works include building, structural, electrical and sanitary installations, as well as installation of a master-key system that allows one key to open multiple locks. Materials and equipment must be new, and the works must comply with the design, technical specifications and applicable requirements. The works are to be completed in one phase. The tender specifications state a completion period of 8 months from contract signature, while the draft contract states 9 months; bidders should verify this discrepancy in the official tender documents. A site visit before submitting a bid is mandatory. It is scheduled for 8 or 12 October 2026, from 09:00 to 13:00. A bid submitted without the visit will be rejected. The bid must include the required bid and price form and declarations, together with a bid security of PLN 20,000. The successful bidder must provide performance security equal to 5% of the total bid price. To qualify, a bidder must demonstrate experience completing at least two construction, reconstruction or renovation projects involving public-use buildings during the five years before the bid deadline; each project must have been worth at least PLN 1,500,000. One bidder or one consortium member must demonstrate the full required experience; it cannot be accumulated across members. The evaluation criteria are price (60%), warranty (10%), the rate of the delay penalty (10%) and the relevant experience of the construction manager (20%). The offered warranty must be 60 or 72 months. The offered delay penalty rate must be 0.01%, 0.02% or 0.04% for each day of delay. During performance, workers carrying out specified general building, sanitary and electrical work must be employed under employment contracts.
