Food supplies to the Łódź Remand Centre

Summary

The procurement is for food supplies to the Łódź Remand Centre from 1 January to 31 December 2027. It is divided into nine lots: pulses and dry goods; seasonings; fats; frozen dumplings; sugar and fruit products; fish products; canned goods; dairy products; and eggs. The assortment includes, among other things, rice, flour, pasta and groats, seasonings and sauce bases, vegetable oil, frozen dumplings with different fillings, jam and marmalade, meat and fish preserves, dairy products, and size-M eggs. A bidder may tender for one or more lots, but its bid for each chosen lot must cover the complete product package for that lot. Quantities are estimates and depend on the prison’s actual needs; orders will be placed by telephone or email three days in advance. Deliveries must be made at the supplier’s own expense, using a vehicle suitable for food transport, to the Remand Centre’s warehouse from Monday to Friday between 8:30 and 12:30. The contract provides that the total value of products ordered will be at least 70% of the value stated in the bid. Products must meet the technical quality, composition and packaging requirements for their lot and have the required remaining shelf life: at least 3 months for Lot I; at least 6 months for specified Lot II products and at least 3 months for the others; at least 3 months for Lot III; at least 6 months for Lots IV–VII; generally at least 14 days for Lot VIII dairy products, at least 60 days for processed cheese, and at least 3 months for powdered milk; and at least 28 days for Lot IX eggs. Product specifications, such as product sheets or quality certificates, must be provided with the first delivery. Food must be delivered hygienically and, where required, under chilled conditions using transport that maintains the required temperature; packaging and labelling must protect and identify the products. For each lot bid, the bidder must state prices and applicable VAT rates and select a complaint-resolution period of up to 48, 72 or 96 hours. Participation requires evidence of the required aggregate value of previous food supplies for each lot and the required declaration regarding exclusion grounds.
