Temporary shelter for homeless people, including shelter with care services, for 2026

Summary

The tender covers temporary shelter services for homeless people in 2026 and is divided into three lots. Lot 1 concerns shelter without care services for an estimated 7 people, lot 2 concerns shelter with care services for an estimated 13 people, and lot 3 concerns shelter with care services for one blind or visually impaired person. The shelter may not be located more than 250 km from Ostróda. The services are planned for 1 October to 31 December 2026, and the estimated total contract value is PLN 217,948. Only providers operating a shelter entered by the voivode on the list of establishments providing temporary shelter may perform the services. Depending on the lot, the provider must supply accommodation, meals, hygiene products, clothing, basic non-prescription medicines, first-contact medical access and cooperation on individual programmes supporting people in leaving homelessness. Lot 1 also includes employment and social activation support. Admission takes place on the basis of an individual referral from the municipal social welfare centre. Bids may be submitted for one or all lots. Offers are evaluated using price (40%), facility-management experience (25%), additional specialist staff (25%) and additional activation or therapeutic activities (10%). The bid deadline is 14 September 2026 at 09:00. The bid must be submitted electronically in Polish and remain binding for 30 days. No bid guarantee or performance security is required.
