Summary

The Municipality of Tiel is procuring an integrated SaaS human resources and payroll system, including implementation, maintenance, support and further development. The scope covers HR and payroll administration, employee and manager self-service, workflows, digital personnel files, leave and absence processes, recruitment, reporting, data migration and integrations. The system is intended to support around 450 monthly payrolls and the migration of 450 current and 360 archived personnel files, with go-live planned for 1 January 2028. The contract is for four years, from 2028 through 2031, with three optional two-year extensions.
