Framework agreement for ICT hardware and additional services

Summary

The procurement seeks one framework agreement with one supplier to provide ICT hardware and related services to Veiligheidsregio Brabant-Noord on demand. The scope includes, among other items, laptops, desktop computers, tablets, monitors and accessories, presentation equipment, networking equipment, related system and management software, manufacturer maintenance products and warranty handling. The supplier must provide a secure ordering portal, maintain digital records of deliveries and maintenance, and support product selection, ordering, warranty cases and lifecycle notices. Additional services may include labelling and preparing devices, temporary storage and staged release, data erasure, and separately commissioned specialist, design or advisory work. Servers, storage and backup solutions, and general-purpose standard software are excluded. The initial framework term is three years, with three possible one-year extensions. The estimated total value is €3,000,000 and the contractual ceiling is €4,500,000, both excluding VAT; there is no minimum purchase or volume guarantee. The contract is not divided into lots and will be awarded to one supplier without reopening competition. Quality accounts for 70% of the evaluation and price for 30%; the price offer covers a delivery mark-up percentage, unit prices for operational additional services and hourly rates for specialist services. The delivery mark-up must not exceed 5%. Bids must be submitted electronically in Dutch by 5 November 2026 at 12:00. The bidder must provide a signed European Single Procurement Document, a declaration of no prohibited Russian involvement, the required references, a complete pricing model and a compliance declaration. Suitability requirements include financial standing, liability insurance, ISO 9001:2015 and ISO 27001 or equivalent evidence, and the specified reference experience.
