Summary

Stichting Nuffic is seeking one provider for an integrated service covering the design, development, hosting and technical management of its websites. The work includes taking over existing Drupal multisite environments, maintaining and further developing websites, and designing and building new sites. The aim is to bring the Nuffic, WilWeg, StudyinNL, Erasmusplus, eTwinning and Erasmusplusresearch websites and related tools onto a shared Drupal platform; all websites are expected to be under the provider’s management by 1 July 2028 at the latest. The new Erasmus+ website is scheduled to go live in December 2027. Hosting and technical management must provide at least 99.5% annual availability, round-the-clock monitoring, secure backups and recovery objectives of less than one calendar day. Requirements also include robust information security, data protection and WCAG 2.2 AA accessibility; the websites must achieve a PageSpeed Insights score of at least 90%. The provider must offer telephone and ticket-based support on working days from 08:30 to 17:30 and meet the specified response and resolution times for urgent incidents. The contract is expected to start on 5 February 2027, run for two years and be extendable four times for one year each. Its maximum value is EUR 1,000,000 excluding VAT for the full period of up to six years. The bid deadline is 3 December 2026 at 10:00. Offers will be assessed on the service transition plan (100 points), service description (350 points), case study (200 points) and price (350 points). Bidders must submit the required evidence of suitability along with technical and financial offers; bids must be submitted in Dutch electronically through TenderNed.
