Transport and processing of waste from animal-disease and other incidents

Summary

The procurement covers two separate framework agreements for handling waste generated during animal-disease and other incidents, including plant-health incidents. Lot 1 covers supplying containers, collecting them from response sites and transporting the waste to the processor. Lot 2 covers receiving, treating and destroying the waste, and disinfecting containers and equipment. The waste may include used personal protective equipment, packaging, straw and other contaminated items; animal carcasses are not included. The waste codes are 18.02.02, 18.02.03, 18.01.03 and 18.01.04, and special infection-prevention rules apply to its collection, transport and treatment. Each lot has a two-year contract, with two possible extensions of up to one year each at the contracting authority’s option. The estimated total value is €573,625 excluding VAT; the estimated values are €240,625 for Lot 1 and €333,000 for Lot 2, while the combined maximum may reach €1,361,125. Actual orders may be substantially lower. Bids must be submitted electronically by 11 November 2026 at 13:00. For each lot, bidders must provide a compliant delivery plan and price offer. At least 500 of the 1,000 available quality points are required for each lot. The award is based on the best price-quality ratio, calculated by dividing the bid price by the quality score.
