Collection services for supplementary parking-tax assessments

Summary

The City of Leiden is seeking one provider under a framework agreement to manage the full collection process for supplementary parking-tax assessments. The work includes enriching case files, sending duplicate assessments and payment reminders, administering payment plans, communicating with debtors and, where necessary, taking enforcement action, including wage garnishment. The initial service covers cases involving vehicles registered in the Netherlands, Germany and Belgium; the city remains responsible for objection and court proceedings concerning the assessment itself. The expected annual volume is approximately 37,000 claims involving Dutch-registered vehicles and 4,000 involving foreign-registered vehicles. The agreement runs for four years, with two possible one-year extensions. Bidders must submit a relevant past-performance reference, evidence of insurance and professional eligibility, a signed price schedule and quality responses. Quality accounts for 80% of the award score and price for 20%; the contract also requires at least 5% of its value to support people with limited access to employment.
