Application supporting the workflows of Zwolle’s Public Order and Safety Team

Summary

The Municipality of Zwolle is procuring a future-ready cloud-based (SaaS) application to manage workflows in public order and safety, together with configuration, implementation, further development and support. The solution must help manage reports, referrals, cases and workflows, and support partner collaboration, reporting and data exchange. The supplier must migrate data from the existing Smart Veiligheid system, including its GOOV and Undermining modules and partner data, and establish the required integrations with Zwolle’s systems. The initial contract term is three years, with an option to extend it three times by two years. Bids will be evaluated on price (30%) and quality (70%). Quality aspects include a demonstration, implementation plan, post-implementation collaboration and service, data-driven working, future readiness and functional requirements. The bid must include a fully completed pricing workbook, and the same comparison price must be entered in TenderNed. Prices must be positive, in euros excluding VAT, all-inclusive, and fixed for the first contract year. Implementation and integration costs must be itemised separately.
