Collection of PMD Waste

Summary

The Municipality of Noordenveld is procuring the collection of PMD waste (plastic packaging, metal packaging and beverage cartons) from approximately 14,500 households. The estimated volume is about 700 tonnes per year, or an average of 5.4 tonnes per collection day. Collection is scheduled for 26 weeks per year, five days a week, amounting to 130 collection days annually; the technical specification states that collection takes place every two weeks. The contract runs from 5 April 2027 to 1 April 2029, with two possible one-year extensions and a one-off extension of up to six months to prevent an interruption in service. The contractor must collect from all eligible households, account for new addresses, and collect bags hung on rings attached to lamp posts as well as bags placed in 240-litre containers at a few locations. The usual bags are transparent yellow bags of about 60 litres; other transparent bags meeting the acceptance requirements must also be accepted. An alternative must be arranged for locations inaccessible to a large refuse collection vehicle. Collection is normally carried out between 7:30 and 16:00, and vehicles must meet at least the Euro 6 emissions standard. The contractor must ensure continuity of service, deal with the municipality’s reports within 48 hours, leave collection points clean, send digital weighing tickets weekly, and deliver the waste to the processing site designated by the municipality; initially this is PreZero in Wildervank. Invoices are submitted monthly. Bids must be submitted electronically. The award is based on the best price-quality ratio: price accounts for 40%, continuity and delivery for 30%, complaint handling and service for 20%, and sustainability for 10%. The bid must include the required declarations, the standard reference form, a company-register extract, the European Single Procurement Document, the price form and documents supporting the award criteria.
